Commercial Water Treatment in Otay Mesa, CA
Otay Mesa plants run process cooling, molding machines, boilers and cold storage on hard, mineral-heavy water. When a tower scales up or a chiller loses capacity, production stops. Hydrovida keeps that equipment clean, cuts the water and energy you pay for, and can support your sister plant across the border too.
What you get

What's in Otay Mesa's water
Otay Mesa is part of the City of San Diego, but it's split between two water providers. Much of it is served by the city's Public Utilities Department, which treats water at its Alvarado, Miramar and Otay plants. Eastern Otay Mesa, along the border, is served by the Otay Water District, which buys treated imported water from the San Diego County Water Authority and neighboring agencies, a mix of Colorado River, Northern California and Carlsbad desalinated water. Check your bill to see which one you have.
Either way, it's hard water. In the City of San Diego's 2025 report, its Otay plant averaged 243 mg/L of hardness, about 14 grains per gallon, and about 585 mg/L of total dissolved solids, the highest of the city's three plants. That's what builds scale on tower fill, mold-cooling circuits, chiller tubes and boiler surfaces. Both supplies are disinfected with chloramine, which damages RO membranes without proper pretreatment.
Who we work with in Otay Mesa
Otay Mesa is home to the Otay Mesa Port of Entry, California's busiest commercial land crossing, and the industry around it: aerospace and defense manufacturing, plastics and injection molding, medical device and electronics assembly, and the warehouses, cold storage and distribution centers that move product between San Diego and Tijuana. Molders and machine shops depend on clean process cooling water. Cold storage runs evaporative condensers hard. Many companies here also run a sister plant in Baja California.
How Hydrovida fixes it
For cooling towers and evaporative condensers, we test your water and set inhibitor, antiscalant and cycles of concentration for Otay Mesa's high mineral content, with controllers and remote monitoring that hold the setpoint between visits. For closed process loops and mold-cooling circuits, we stop the corrosion and scale that plug small passages and cost you cycle time.
For boilers, we protect tubes and cut blowdown and fuel. For softeners and RO, we test, tune and service equipment so it keeps up with hard, high-TDS water. For any site with a cooling tower, we write and maintain ASHRAE 188 water management plans and run Legionella testing. Our chemistry is made by Hydrovida, with NSF/ANSI/CAN 60 certified chemistry options available. And because we serve Baja California too, one team can cover both sides of the border.
Discharge rules and rebates
Otay Mesa's wastewater goes to the City of San Diego's Metro system, and the city's Industrial Wastewater Control Program permits, inspects and samples industrial dischargers. San Ysidro and Otay Mesa are one of its permit areas. Plating, molding, food and process plants all feel this. We help you control blowdown and process discharge so you stay within your limits.
Water-saving upgrades like conductivity and pH controllers may qualify for water-agency rebates. We help you check what's available before you buy.
